International Financial Corporation (World Bank subdivision focusing on the private sector) on the preparation of the Sakhalin Indigenous Minorities Development Plan:

Since most consultations took place during the winter months, a special focus was on enabling the most disadvantaged members of the local community, such as senior citizens, to attend. Vehicles were provided to those who needed them, and younger community members escorted the elderly. Where possible, the consultations were timed to start after the end of the days fishing trips. Time was allocated for the participants to share their problems and concerns. The organisers made sure that all those present were treated respectfully, and efforts were made to reach a consensus. As a result, the meetings turned out extremely long, but people felt that their presence mattered.

Meeting of the Social Development Fund Committee

A regular meeting of the Social Development Fund Committee was held in Yuzhno-Sakhalinsk. The main issue on the agenda was the consideration of applications submitted under the Education component of the Fund. Its goal is to support young SIM people studying at institutions of higher, secondary specialised, and basic vocational education.

At the meeting, Committee members reviewed 54 applications from students studying at secondary specialised and higher education institutions of the Sakhalin Oblast. According to the meeting results, 24 students who submitted a full package of documents and have no academic backlog for the 2018–2019 academic year will receive tuition assistance this year. Another 23 students will receive an “incentive scholarship” in case they get good or excellent grades for the winter and summer examination sessions of the 2018–2019 academic year.

“In addition, as part of the Education component, young people are encouraged to participate in social activities, including those in the field of preservation and development of SIM traditions,” said Yulia Zavyalova, Lead Specialist of the Sakhalin Energy Social Performance Subdivision. “When students submit information about their social projects, it adds up to their overall score in the contest, and the scholarship is increased.”

In total, this year’s educational budget of the Fund amounted to a little over RUB 2,200,000.
